From the beginning, the director of the foreign representation office established in Malaysia in 1992 has been Tan Sri Dató Dr. Yahaya Ibrahim. He has made the advancement of good relations between Malaysia and Germany in the area of international human resources development his goal. For some 15 years now, Carl Duisberg Centren has become a well-known and highly prized partner for Malaysian government ministries and the Malaysian business community.

Examples of programs already carried out on multiple occasions include:

• the continuing education of instructors and teachers in technical fields (3-9 months)
• educational trips with brief field internships in German industry and in public administration for higher-ranking civil servants in Malaysian ministries
• seminars for continuing education of high-ranking officials in the Education Ministry
• the creation of a master plan for further development of the Malaysian polytechnic university system
• various programs to prepare Malaysian students for university study in Germany
• the completion of German language instruction with own staff at a Malaysian partner university
